    How Laws are Made

Below is an imaginary Bill to reduce the level of smoking especially among the young (this is taken from the example given on the UK parliamentary web site). Ask your group to imagine that they are MPs and debate the Bill clause by clause as would be done at the second reading in Parliament. They may propose amendments and vote on them and then vote on the whole bill as it is finally drafted. It would probably be good to either act as Speaker or ask the boys to elect one of their number to maintain order.

Smoking Bill

A Bill to reduce the level of smoking, particularly by young people.

Clause 1

The minimum age for buying tobacco shall be increased from 16 to 21

Clause 2

It shall be illegal for those under 16 to smoke tobacco products; this shall be punishable by a fine up to £250

Clause 3

Smoking will be banned in a)all restaurants b)all public houses c) all other indoor public places

Clause 4

The price of a packet of 20 cigarettes shall be increased by 80 pence above the rate of inflation in each of the next ten years.

Clause 5

Nicotine patches and other therapies to help smokers to give up smoking shall be available free of charge on the National Health Service

Clause 6

If a patient's illness is the result of their being a smoker, they will (a) be required to give up smoking before National Health Treatment is available to them; (b) Be required to pay the full cost of any National Health treatment they receive.
